The land registry is the document that provides information about the legal situation of a building. These documents are attested data such as the identity of the owner, data of the mortgage, data regarding a possible pre-contract, neighbors and more. It is necessary for various situations: lending, selling, registration, etc.
What is the legislative framework of the land book?
Any building, whether it is an apartment, a house or land, must have a land registry. It can be procured at the Office of Cadastre, being regulated by:
- Law on cadastre and real estate advertising no. 7/1996
- Order no. 700/2014 regarding the approval of the Regulation of notice, reception and registration in the cadastre and land book records.
According to the legislation in force, it has the following purposes:
- determining the technical, economic and legal information regarding real estate;
- ensuring the publicity of real estate rights, personal rights, legal acts, and deeds, as well as any other legal relationships, through the land book;
- providing data to the state public institutions, necessary for the tax system and the real estate market;
- contributes to ensuring the security of real estate transactions and facilitating mortgage lending.
The fees for entering a property in the land book or issuing the extracts are by ANCPI Order no. 16/2019.
What types of land book extracts are there?
We mention 3 types of land book: for information, in extenso and for authentication.
Extract of the land book for information
Exactly as it appears from the name, it is an informative document. This statement does not allow the conclusion of a sale-purchase contract. Any person can extract such a land book for a building, from the Center for Cadastre and Real Estate Advertising, for the amount of 20 lei. This document contains data on:
- Building: the surface, the shares of the common parts, the land shares, the number of rooms, etc.
- Owners: data about the owner, the act on which the property was registered, the relationships between multiple owners, etc.
- Tasks: process data, mortgages, purchase sale promises
Extract of the land book in extenso
This includes the history of the building, being practically a copy of the land book that is in the archive of the Office of Cadastre and Real Estate Advertising. In Romania, there are hundreds of years old land books, which have become documents of historical value today. In order to pick up an extract of land book in extenso, the procedure is the same as in the previous situation, the tariff being different: 5 lei / tab.
Extract from the land book for authentication
This is required when a real estate transaction is made. The land statement for authentication can only be requested by an authorized person. In the case of a purchase, it is blocked until the transaction is completed, in order to avoid possible fraud.

- Extract of the land book in extenso: 5 lei/page
- Extract of the land book for authentication: 40 lei
